Zuleika has previously worked for a range of government agencies, before joining UNESCO as a Senior Policy Advisor on the Migrant Exploitation Review. While working at the Ministry of Business, Innovation and Employment, she worked in a range of policy roles including in the Immigration Policy and International Strategy team.
In the later role, she represented New Zealand at APEC and International Labour Organisation meetings. She has also worked at the Film and Literature Classification Office where she was responsible for education liaison work and interpreting the relevant legislation as it applied to censorship.
While previously in the role of Sciences Programme Officer for the Secretariat for the New Zealand National Commission for UNESCO her work included diversity and inclusion forums, indigenous evaluation seminars and navigation hui.
